I bought this for a friend. Color is not unusual but the surface/texture is crude. Is this the result of glass being poured in too cold of a mold, i.e., a cold pour?

This Insulator looks like a CD 134.4 but is a Brookfield! It has a thick base. It has a Mold Line Over Dome.
