This one is of an early 1960s "open-style" mercury vapor streetlight fixture that was common only to the northeast. The one shown was made by the Wheeler Reflector Company (Boston, MA) and has a long-lived (175W) clear mercury lamp in it with about three decades of dusk-to-dawn usage on it and the lamp still works!
