Small aqua Russian insulator, no embossing. Note the "divot" at the top of the wire groove and below the upper saddle groove. This is not a chip, there is an identical "divot" on the opposite side. Perhaps these accommodate some form of locking device?

This may also be from Poland, as there are some that resemble this, and it may be a CD 579.5
