This is a hand crimping tool for lead seals that were used on watt hour meters. The wire is fed through the lock on a meter, then through lead seal, then crimped. The tool has a die that marks the crimped seal with "PUD". The wire would have to be cut to remove the seal and open the meter. Asking $40 plus shipping.
