In the days leading up to the 2008 National, I spent a few days hanging out with the late Mike Parker and after picking me up, we got a bite to eat before he swung by his commuter apartment in Forest Grove (he'd sold his longtime Portland residence and relocated to Garibaldi, but still had about a year before formal retirement). Along the way, he pointed out a few poles like this on the Forest Grove muni system, and told me what the green was - plain ol' garden hose!
