I saw this at a local antique co-op. I'm not sure what it is. But it sure seems to be some form of insulator. It's a green color I've not seen before. And has a galvanized cast iron cap with a ring on the top. In the base is an offset slot. The cast iron cap is marked P E M C O.

They're asking $45.00. Is it worth it?
