The latter is the pole on the right. Each of the openwire circuits were connected to the box lower on the pole. Within it they were combined into an insulated paired cable. This usually was the practice when such communications routes had to travel beneath bridges; into electrical control boxes; into buildings, when aerial line required covered cable along its route, along underground stretches, etc.
