This street lighting circuit operated within a series loop. Briefly, their electrical configuration basically was the same as a set of mini Christmas lights. A single line wire along and under streets operated these circuits which were quite common in the U.S. until the later 1960s. With a line-break or transposition insulator deadending each side of an overhead circuit, a wire from each side led to the fixture. A transposition insulator is employed for this purpose on top of the metal pole in this image. A provision was made within the bulb's socket to electrically bypass a defective lamp so the rest of the series loop would still be lit.
