This rather large transposition insulator deadended the series street lighting circuit on both sides so each (primary) wire led to the fixture's isolation transformer (that's the cylindrical "can" on the pole). The latter operated this 1950s Westinghouse mercury vapor fixture via its secondary leads. Overhead series street lighting was very common along many Las Vegas thorofares at least through 20 years ago.
