I was contacted by an individual who is trying to identify the object in these photos. Anyone have any knowledge of the item?

***UPDATE***

Here are the replies I received from three established hobby experts:

1) I think it is more likely that the piece would sit atop a pole and have a static line attached to it that would then be grounded down the side of the pole.

2) It is a neutral line bracket. It was shown in the 1950 Joslyn catalog:

3) That piece was used to attach a ground wire atop a pole or tower. The ones I have seen all have a threaded bolt on them and were affixed to a bracket or the tower itself. Mostly these were on high voltage power lines and were above the energized conductors. Typically the ground or static wires were simply attached via bolts/clamps however these were employed where the tie-wire method was preferred.
