This is known as a double-bend street light bracket. They were very popular in many Massachusetts communities (especially around Boston). Many remained in existence until they were replaced by modern mercury vapor lights during the 1960s. Note the bushing-type insulator on the pole that was utilized to pass the fixture's heavily insulated cable through.
