I believe this was along a stretch railroad tracks in the forementioned area (western part of Massachusetts). The upwards rods on each side of the overhead switches are for capturing and squenching power arcs while the switch opened was under load. Without such "arc gaps" the switching gear and blades could get very hot during such operations and possibly burn/damage the metal where the two connecting blades otherwise came together.
