Such pole-mounted junction boxes were commonplace in the U.S. through the 1930s for combining openwire circuits to paired cable. Inside was a terminal board where pairs from the openwire connected with those of a thick, sheathed paired cable (with many wires within it) that typically led to a nearby telegrapher's office.
