These were commonly used on series circuits for street lighting as well as connecting many early fire alarm call boxes. The wires deadended on each of the two insulators. A connection was then made on each side that led to the street lamp or fire alarm telegraph call box. In this instance it is possible this bracket was used to run a pair of wires off to the left of the pole.
