There might have been some municipal communications lines mixed in here (such as for police call box phone lines, fire alarm pull boxes, etc). This is evidenced by the good number of CD 133 insulators here, notably on the upper two crossarms. The city used lots of these for their lines. The majority were Hemingrays and H.G. Co. signals.
