Perhaps telephone or electric service lines were in the background, crossing above the telegraph wires.

Of interest, not too far from where this photo was taken I found a dark yellow-amber CD 145 American Insulator Co. beehive during September 1969. It was a real beauty even with its real sooty surface. The police officer who came out of the blue thought so as well :-). I maintained my composure after a barrage of questions. Then, after explaining that I collected these things, he fortunately understood what my mission was about. I had to climb a rather short pole to get the American. That probably is what caught his attention, with me not watching my back. I was fortunate I got to keep the piece and not rousted for any offenses. As I recall his orders were not to climb any more poles but scouting along the right-of-way would be fine. I looked further however that apparently was the only one....Unfortunately I sold the insulator about 30 years ago and have no idea who presently owns it.
