The utility dispatching lines (lowest crossarm) seen were used for communication for switching and other orders between substations and switchyards. Basically it was a privately owned telephone system. I believe two-way radio and cellular telephones are predominantly used for these purposes nowadays.

It is known that pulses from totalizing and recording watthour meters at stations were transmitted via such lines as well. This provided remote meter readings.
