CD 151 [070] (F‑Skirt) H.G.CO. (R‑Skirt) PETTICOAT SB. I'll be conservative and call it a light powdery cornflower blue. Its a cornflower blue just slightly lighter than a typical cornflower blue a CD 106.3 Duquesne comes in. The best color reference I can find is [ID=382028947] from Dario. Its not the cornflower in the center of the top shelf. Its more like the one just to the left of center on the top shelf.

Any damage is limited to nibbling on the sharp upper wire groove edge that these have. The nibbles are primarily on the petticoat side. 2 pencil point pecks on the sharp base edge also on the petticoat side. These were never plentiful and I hardly see them offered for sale anymore. The latest price guide seems to reflect that scarcity as well. I'll post pictures of both sides for you to decide.
