The two at the top also appear to be posing, too... If this photo was taken 50 years later I'd say for sure these were the Burger Bros. getting some practice. :-) Location not known but likely in western US judging by the crossarm with 16 knob-type insulators on it.

Added note: Upon close inspection those appear to be pintype insulators and not knobs. Thanks Brent!
