It appears that the pole with the 10-pin crossarms is a bit more recent in this photo than the elder-looking, leaning 6-pinner that is right nearby. Perhaps there was an upgrade going on. Or maybe two competing phone companies were in business here. Also, sometimes an earlier line from a phone company purchase was left to rot right where it stood, with the newer active line alongside.
