I am not sure what the purpose of tightly-spaced arms was but I am guessing to save pole space. I remember as a kid I would occasionally see two 10-pin telephone crossarms mounted close together along side streets like we see here. It was a "different" kind of sight to see, adding to the splendid variety of open wire in the city south of Boston locales I grew up in :-)
