Thanks to several ICON members and further research. These LAPP items with spikes are Stafford TEE markers for golf course use. They appear in the 2016 centennial celebration of LAPP in Leroy, NY. They are also mentioned in a golf publication dated 1928 and sold to various country clubs around the country.
