Note the early method of using two lags to affix the crossarms to the pole. By 1910 single through bolts for crossarm mounting pretty much became standard for utility companies. For a period of time (around 1900-1915) crossarms were sometimes offered with two diagonal holes in them for the earlier method along with a center hole for a through-bolt. This likely offered flexibility for users.
