These lines once took the output from a substation across a river to an industrial customer. The power company moved this customer to a set of dedicated step-down transformers across the river. I thought it a bit cheesy of them to leave the wires dangling like so without any grounding, given the proximity of 69kV and 115kV transmission lines nearby. I guess they're counting on the relative inaccessibility of this line in this case.
