Interesting porcelain bushing/terminal

Tod found this at the local Antiques Fair today while I was attending a tour of historical churches in Pittsburgh. It has a metal "handle" with a big Westinghouse logo that seems meant to be used to tighten a clamp on a piece of wire inserted through the hole. The bottom is threaded on the outside, and I would assume would screw into something.
