This is the only style of horizontally-mounted-lightbulb street lighting fixture that I have ever known about, despite my longtime interest and research about old street lights. Most of the precise type that you see here were used here in New England. The Wheeler company had its foundry in Hanson, MA...about 30 miles SE of Boston.
