Haven't tested it but it looks pretty complete. See name plate on front. It has two keys. Hinges look to have been repaired. Paul Seiler is well-known among west coast insulator collectors. He started working at EC&M Co and rose to the position of superintendent at California Electrical Works before being ousted by the Board of Directors for working on the side. He formed his own electrical goods distribution company thereafter. He patented the CD 130.2
