These "distro rings" had quite a few insulators mounted all around them. This arrangement was never common here in the USA. It was somewhat more prevalent in Europe in providing connections to telephone subscribers. Nonetheless this was a rather simple way of stringing wires all around, in a 360-degree configuration from a single pole.
