Got this at the Sept 19 CBIC show in Mechanicsburg, PA that was hosted at the Stafford residence.

The pic makes it hard to see the wire is not just in the front skirt. The wire is behind the "Y-4" of the FS embossing, goes back through the area above and inside where the inner skirt is formed, and almost exits into the pinhole area. You can feel a small bump inside the pinhole where the end of the wire is.

As Steve Gosciminski suggested, the wire resembles a small gauge, twisted-pair tie wire used in industries to affix tags to items.
