St. Paul Pass c.1910, Snowy Electric Transmission Pole Line, Odd Construction

I have no idea exactly where this was (maybe in the Pacific Northwest?) nor what kind of insulators were once used. In addition the triangular construction atop these poles intrigues me and I haven't any concept of its purpose. Any additional information would be appreciated and I will update this page with further info.
