The pole in the foreground has a "paint can" ballast or transformer for the "gumball" style street light beneath it as seen on the left of the uppermost crossarm. I believe the three pieces of equipment to its right mounted on the same arm are under-arm bayonet style porcelain cutouts for the higher voltage primary connected to it.
