Possible pre Imperial Russian threadless

This piece is very odd, crude, and could be homemade. Style is similar early pre-1918 Russian styles. The entire pinhole is filled with cement and this has a machine screw sticking out; impossible to tell if it has an inner skirt or is threaded or threadless. The piece is cracked but held from the inside out.

A very crude unusual and early piece that I think is one of a kind.
