Local electric lighting and perhaps telephone openwire lines extended along the left. On the right are metal trolley poles. A heavy cable is draped along the latter for direct current for trolley power using an unknown type of pretty big saddle groove insulator. The other (much smaller) wires on the same crossarm could have been for dispatcher comms along this trolley system.
