Probably telephone comms on the line on the right with electric lighting service lines upon a separate pole line towards the left. It was commonplace for electric and telephone companies to string their wires on separate pole lines through the early 1910's. This provided safety to phone customers and their lineworkers from high voltage electric currents from touching exposed comms wires when the higher strung electric circuits happened to snap and fall.
