Also note the crossarm mounted 90 degrees from the others indicating that this was a crossover pole with wires leading to the left or right (?). Perhaps this work was in progress because its crossarm braces are vertically "hanging" without having been secured to the pole when this photo was taken. Or maybe they physically couldn't be with the lower arm in the way...
