Probably for telephone comms for subscribers in this Maine vicinity. Note how well the pole in the foreground is side-braced by an angled pole for corner-bend stability. Wooden (beefy looking!) crossarm braces are seen supporting the lower arm. I assume the linebuilder certainly did not want this pole nor any of the others "to go anywhere" during our inclement New England weather!
