Unusual and Unknown Insulator Rigging

Looking for any insight as to what this ring may have been used for. It looks to be an iron ring and lead tubing was used to attach the insulator to it. The lead was then soldered to the ring. This was found in an antique store in Wallace, ID. Most likely locally made and used in the mines maybe? The insulator looks to be a CD 162 Brookfield. The entire skirt is gone, my guess not on purpose. Hard to say if anything else was attached or not. Let me know what you think. Thanks. Roger Z
