Quite likely a New York Telephone Company subscriber circuit (since it looks like a lot of the Bell Standard...NET&T open wire by construction once used around here) with rather typical electric rural electric lines for subscribers seen from the 1930's and onwards.

A lead-sheathed, paired phone cable supported via hooks to its messenger is also accompanied this route.
