Perhaps the crossarm route was replacing the sidepin one. Or maybe the crossarm line was for electric lighting customers since it was customary in many locales for electric utilities to keep their higher voltage "stuff" strung along separate poles (at a distance from phone open wire) up until around the teens for safety reasons.

Nevertheless, cool non-standard pole line construction in varying conditions of needed repair are seen along this New York State village's dusty main road...
