Extended crossarms were employed here and elsewhere for many decades so that the wires were strung over the road providing better clearance from the adjacent trees and branches that would otherwise interfere with open wire electric and telephone circuits. Also note (albeit faintly seen) an old incandescent gooseneck street light on the pole in the foreground with a "tilted-up" fixture that once illuminated this portion of this New York State's village centre ;-)
