This pole line most likely supported telephone subscriber circuits. "Alley arm" construction was a nickname for decades for extended crossarms. This allowed for better clearance from adjacent trees and foliage, thus reducing electrical interference from falling branches, etc. Such construction also reduced tree-trimming costs.
