Very likely one was for telephone service (the taller pole line) and the other perhaps for the same as well...unless it was pararelling a RR right-of-way about where the photographer was standing? If so, the shorter pole line would have been for telegraphic communications.

Otherwise a competing telephone company had is pole line running next to the other (somewhat unlikely) or a rebuild/upgrade was in progress here.
