The taller pole in this photo likely was for phone service. Often in the early days (1880s-1910s) the higher-voltage electric lighting poles were separate from the comm circuits for safety reasons and that very well may be the instance here. Thus, the shorter pole likely was for providing electricity to customers in this New York State village.
