The shorter poles likely were for local telephone service while the taller lines in this instance probably were for electric lighting customers. Frequently before the teens electric lighting companies ran their wires on separate poles at a safe distance from phone lines so that any of their broken energized lines would not physically and electrically interfere with the local telephone plant.
