The latter was intended to support a heavy DC cable typically at around 600 volts DC for local trolley service in this busy Michigan downtown. However the insulator sits unused by itself with a section of wire running over the other side of the same crossarm not supported by any insulators. Hmmmm! I believe this is a portion of a Shorpy image.
