I believe that this piece is Russian or from a former Soviet satellite.

Color is yellow green with heavy amber swirls through. I actually believe that the amber is responsible for much of the yellow green colorations.

There is a thin quarter inch overpour around roughly half of the base. It is a very thin lip of glass and there is a about an inch of chipping to the overpour.
