Incandescent span-wire street lights were commonly employed across the USA and Canada (and in other countries as well) to illuminate intersections. Nowadays here in the US, high-tech, intense, energy-efficient street lights sometimes acting as floodlights do the same job, but with much brighter illumination... from pole-mounted structures. The street light you see here was typical for its day and surely was ornate and simple like its pole-mounted counterparts of similar designs.
