Quite possibly the shorter pole line was being upgraded by the taller one with longer crossarms when this photograph was taken. "Alley arms" refer to extended crossarms like you see here so that the wires strung upon them would physically be away (as much as possible) from tree foliage, reducing electrical interference to phone service as well as minimizing line damage.
