This style of fixture bracket (with a variety of luminaires upon them such as ruffled shade ones and others that had large glass globes) were somewhat popular for wood pole mounting from around the teens through the 1940s. An ornate "scroll" almost always also served as an undersupport as we enjoy seeing here.
