A step-down transformer probably from 1,100 to 110 volts for electricity customers is seen here (on the right) with a telephone openwire line along the left. Note the box on one of the latter that combined openwire telephone circuits to paired cable on the left leading to one of the buildings, to the company's switchboard operators.
